We are delighted to confirm that Robert Chote, Chair of the Office for Budget Responsibility (OBR), will be speaking at the PCF’s next seminar, taking place 4-5.30pm on 11 February at Institute for Government. There is no doubt that the Spending Review will have a profound impact on all public services; we would like to take some time to consider what this means for arm’s-length bodies (ALBs) in particular. This will be an opportunity to hear Robert speak from both an OBR analysis perspective, and that of a Chair of an independent ALB with political interface. We are delighted to confirm that Sue Langley OBE, Lead NED at the Home Office, will be speaking at our seminar on 9 June. When Sir Ian Cheshire spoke at the PCF conference in October last year, he highlighted a real opportunity for public sector NEDs on Departmental Boards and on ALB Boards to work in partnership to help lead the transformation agenda.  This seminar will be an opportunity to continue those discussions and build on this engagement with the Departmental Board NEDs with Sue, who is leading on this particular area of work. Unfortunately, due to diary constraints, Sir Jeremy Heywood is no longer available for the PCF seminar on 23rd September. While this is disappointing, we are able to offer members the opportunity to engage with Sir Jeremy in a joint-seminar in partnership with the Association of Chief Executives (ACE) instead. This private seminar will be taking place on Friday 7th October, 8.30am - 10am at the Institute for Government.

This will be a great opportunity for both PCF and ACE members to discuss the implications of EU referendum result across government and ALBs with the Head of the Civil Service, as well as receiving an update on his general priorities for civil service and key agendas affecting the ALB landscape. There will also be time for Q&A.

We are delighted to announce our upcoming event with Carl Emmerson, Deputy Director of the Institute for Fiscal Studies on Wednesday 7th December, 4pm - 5.30pm at the Institute for Government, 2 Carlton Gardens, SW1Y 5AA.

This will be a great opportunity for members to hear an expert take on the implications of the Chancellor’s first Autumn Statement on 23rd November. With the full implications of the EU referendum still unclear and the triggering of Article 50 looming, how will this new Chancellor handle Brexit concerns, and what will it mean for public services? We look forward to Carl’s economic insights into government spending plans in the short and long term. His talk will be followed by a Q&A.

Carl last held a seminar with members in February 2014 on the fiscal challenge ahead from public services - this received strong feedback from attendees, and we encourage members to sign up early for this unmissable private event.

Carl Emmerson

Carl is Deputy Director of the IFS and an editor of the annual IFS Green Budget. He is also a member of the Social Security Advisory Committee and the advisory panel of the Office for Budget Responsibility. His recent publications include analysis of the impact of the financial crisis and the Government’s response, an examination of UK pension reforms, and a review of potential Brexit options and their impacts on public finances.
